Inclusive ICT Access Across Papua New Guinea

The UAS regime, established by the National Information and Communications Technology Act 2009, embodies the government’s vision of connecting the nation through Information and Communication Technology (ICT). Its mandate includes:

  • Expand access to essential communication services, with a particular focus on rural and remote communities.
  • Enhance affordability of telecommunications services, ensuring accessibility for all Papua New Guineans.
  • Develop and maintain robust and reliable telecommunications infrastructure.

As defined in Section 90 of the National Information and Communications Technology Act 2009, the UAS regime’s mandate is to promote Papua New Guinea’s long-term economic and social development by funding approved UAS Projects. These projects encourage the development of ICT infrastructure and improve the availability of ICT services, particularly in rural communities.

NICTA UAS Secretariat Drives Access to ICT in Underserved and Remote Areas

The UAS is a distinct entity within NICTA. The NICTA UAS Secretariat’s responsibilities include:

  • Conducting comprehensive assessments to identify underserved and remote communities throughout Papua New Guinea.
  • Strategically mobilizing financial resources and securing funding for critical UAS projects.
  • Facilitating collaborative partnerships and coordinating UAS implementation with all relevant ICT operators to ensure nationwide connectivity.

The Universal Access and Service (UAS) Strategic Plan 2023-2027 builds on the achievements of the 2018-2022 plan, which marked the first strategic framework for the UAS Fund in Papua New Guinea.
