NICTA will conduct ongoing monitoring and regular evaluation activities throughout the duration of the plan to measure progress against the established goals. These activities will be guided by a dedicated M&E framework, which will inform NICTA and the UAS Board on how to improve the UAS approach in response to evolving contexts and demands.
Data and Analytics
Data and analytics will play a critical role in the UAS M&E activities.
NICTA’s monitoring and evaluation functions will be based on available baseline data related to existing levels of ICT network infrastructure and utilization, as well as the extent and uptake of ICT services. As ICT is a cross-cutting enabler for development in all sectors, there is a need to collect sector-specific baseline information on ICT service coverage and utilization.
This is essential for determining the type and level of UAS interventions required to achieve the government’s universal access and digital transformation goals. Therefore, M&E activities will include ongoing data gathering and analytical studies to meet these data needs.
