The Universal Access and Service (UAS) Project Cycle is a yearly process planning, approving, and implementing projects that improve access to information and communication technology (ICT) services, especially in underserved areas in the country.
According to the National ICT Act, the UAS Board annually directs NICTA (via the UAS Secretariat) to create a report outlining proposed UAS projects for the year, including costs, prioritization, and budget. This report is submitted to the Minister of ICT for approval, after which NICTA implements the approved projects.
Before finalizing the report, NICTA and the Board may consult with stakeholders for project suggestions, following established procedures.

The Universal Access and Service (UAS) Strategic Plan 2023-2027 builds on the achievements of the 2018-2022 plan, which marked the first strategic framework for the UAS Fund in Papua New Guinea.
