Request for Proposals – Consultancy Services For Central Equipment Identity Register (CEIR)

The National Information and Communications Technology Authority (NICTA) invites proposals from experienced and qualified consultants or consulting firms to provide consultancy services for the development and implementation of a Central Equipment Identity Register (CEIR) system in Papua New Guinea. This initiative aims to strengthen mobile device security, reduce theft, and ensure compliance with telecommunications regulations, contributing to a robust and secure telecommunications infrastructure.

The scope of this RFP includes conducting a needs assessment, developing regulatory and technical frameworks, designing system architecture, providing an implementation roadmap, delivering training and knowledge transfer, establishing a monitoring and evaluation framework, and developing a procurement system for the CEIR.

Submission Deadline:
Proposals must be submitted electronically to: uas@nicta.gov.pg
Deadline: 4:30 PM, Wednesday, 30 June 2025.
Late submissions will not be considered.
