The Universal Access and Service (UAS) Strategic Plan 2023-2027 builds on the achievements of the 2018-2022 plan, which marked the first strategic framework for the UAS Fund in Papua New Guinea. The previous plan focused on bridging the digital divide by funding ICT infrastructure and services, particularly in rural and underserved areas. Over five years, the UAS regime, managed by the National Information and Communications Technology Authority (NICTA), successfully improved access, affordability, and reliability of communication services.
The 2023-2027 strategy was developed after a thorough review of the 2018-2022 plan, incorporating modern ICT trends, lessons from the COVID-19 pandemic, and alignment with government policies, including the National ICT Authority’s Corporate Plan 2021-2025. It reflects the government’s vision to transform Papua New Guinea into a modern, digitally integrated society, as outlined in the Draft Papua New Guinea Universal Access and Service Policy 2022. The strategy also aligns with the Papua New Guinea Development Strategic Plan (DSP) 2010-2030 and Vision 2050, emphasizing universal access to affordable, high-quality ICT services.
The 2023-2027 plan is structured around three key Initiatives, each with multiple Programs and Projects:

Broadband Initiative
- Objective
- Expand broadband coverage to unserved areas.
- Programs
- Mobile Broadband: Expands 4G coverage through Greenfield, 2G-4G Upgrade, and Blackspot projects.

Broadcasting Initiative
- Objective
- Expand free-to-air radio and TV broadcasting to rural areas.
- Programs
