Enabling the Delivery of the Plan

Driving Plan Implementation

NICTA recognizes that the effective delivery of this plan requires the commitment of all stakeholders, including government agencies, the ICT industry, and international and local partners. The success of the UAS systems and processes hinges on a focused approach to several key areas. 

Resourcing and Partnerships

Resourcing the Plan: Operationalizing this Strategic Plan from 2023 to 2027 will require a significant increase in resources. This includes enhanced project management human resources at the operational level, sustained funding, innovative regulatory support, and strong leadership at the management, Board, and political levels. 

Partnerships: Strong and effective partnerships between the government, through NICTA and the DICT, and other relevant government agencies, industry players, and local and international development bodies are essential to successfully deliver the plan and achieve its stated goals. 

Risk Management and Timelines

Risk Management: Given the dynamic nature of the ICT industry and the evolving demands on technology, NICTA will prioritize the development and implementation of a well-resourced risk management framework. This framework will ensure effective accountability and will be regularly reported on as required. 

Timelines: The high-level annual timelines for UAS Project activities will be structured to ensure efficient and timely delivery of the plan’s objectives. 

Innovation, Policy, and Affordability

Innovation with Technology: The plan’s technology-neutral approach provides flexibility at the project design level, allowing for the innovative use of ICTs to achieve the country’s connectivity aspirations. This includes NICTA’s support in enabling market access for MSMEs by identifying licensable activities and implementing innovative spectrum policies and management. 

Enabling Policy and Regulatory Environment: Fostering a policy and regulatory environment that encourages investment in ICT infrastructure and increased adoption of services is critical. NICTA will ensure that regulatory conditions are conducive to the successful delivery of this Strategic Plan. 

Affordability: The deployment of telecommunication and ICT infrastructure will focus on providing modern, secure, accessible, and affordable connectivity. In line with the Broadband Commission for Sustainable Development’s target, our goal is for entry-level broadband services to cost less than 2% of the monthly gross national income (GNI) per capita.

The Universal Access and Service (UAS) Strategic Plan 2023-2027 builds on the achievements of the 2018-2022 plan, which marked the first strategic framework for the UAS Fund in Papua New Guinea.
