The UAS regime, administered by the UAS Secretariat within the National ICT Authority (NICTA) and reporting to the UAS Board, began funding approved UAS Projects to develop ICT infrastructure and improve ICT service availability, aligning with the Papua New Guinea Development Strategic Plan (DSP) 2010-2030 and the Papua New Guinea Vision 2050.

The Universal Access and Service (UAS) Strategic Plan 2023-2027 builds on the achievements of the 2018-2022 plan, which marked the first strategic framework for the UAS Fund in Papua New Guinea.
