The UAS Board is mandated by the National Information and Communications Technology Act 2009 [link to Act document] to identify and develop potential projects that will expand access to vital communication services across Papua New Guinea.
The Board carefully considers the Government’s policy objectives related to universal access and service when identifying potential projects.
A comprehensive Project Report is prepared for each potential project, outlining its scope, objectives, and estimated costs.
To ensure that projects effectively address the needs of the people, the UAS Secretariat conducts public consultations to gather input from stakeholders. This valuable feedback is incorporated into the project development process.
Approval Process
The Project Report is submitted to the Ministry of Information and Communications Technology for review. Following a thorough evaluation, and in accordance with the provisions of the National Information and Communications Technology Act 2009, the Ministry grants its approval for the project. This approval is formally communicated to the NICTA UAS Secretariat through a Ministerial Approval Letter.

The Universal Access and Service (UAS) Strategic Plan 2023-2027 builds on the achievements of the 2018-2022 plan, which marked the first strategic framework for the UAS Fund in Papua New Guinea.
